RegionBarcelonaCatalonia7.000.000Average level of participation: 35% (up to 90% or more in door to door municipalities). Since 2004 it was established an environmental taxation system with a double incentive (tax and tax refund - we say "sticks and carrots") linked to the quantity and quality of biowaste collected by municipalities, which is supported with environmental taxation law, and traceability mechanism (more than 1.500 quality controls of biowaste separate collected per year)

PAYT: the PAYT is made of fixed and non-fixed fees.
The fixed fee is calculated on the number of family members and it covers administrative and operational costs. The non-fixed fee is calculated on the number of emptyings of the residual waste bin container, multiplied by the cost of the single emptying.

CityArgentonaCatalonia12295The city of Argentona implemented a PAYT door-to-door collection system in 2010 in some areas and extended the system to the rest of the town in 2017. This increased total separate collection from 63.5% (2016) to 87.5% (2018), biowaste collection increased from 122 kg/cap/year to 150 kg/cap/year. Residual waste decreased from 197 kg/cap/year to 58 kg/cap/year. CityLübeckGermany217200In 2018 the city of Lübeck started a large communication campaign to reduce impurities in biowaste in 2018 ("Wirfürbio" - A large group of municipalities joined). It was started a visual bin control system including a traffic light system for good or bad sorting including a non-collection of the bin with visibly high impurity content. Compared to the last waste analysis in 2012 impurities decreased from 2.9% to 2.1% (including around 35% paper which is not a problem)Mixed food and garden wasteDoor-to-doornot allowed, paper bags recommendedBiweekly73.5 (2018)200 (2018)1,2Fees are calculated per ordered bin volume (40 - 1100 L possible). City2 Districts in LübeckGermany~ 150In 2019 a campaign was started with Hamburg University of Technology aiming at improving the quality and quantity of separated biowaste focussing on food waste. 2 areas comprising of only multi-family houses were chosen with around 150 inhabitants. A system was tested with which the regular biowaste bins were removed and instead each household received a small 5L collection bucket. These buckets were collected directly 3 times per week (in contrast to biweekly of the regular biowaste bin). Furthermore, it was accompanied by an intense information campaign and interviewing of the inhabitants. The personal collection led to a rise of the motivation of most of the inhabitants. The separation efficiency of food waste increased from around 10% up to 65%. The test lasted around 5 weeks. Afterwards inhabitants were allowed to keep the biowaste sorting buckets. Even one year later, food waste separation efficiency remained high at around 45%. Also impurities remained below 1%Single stream food wasteDoor-to-doornot allowed3/week48 (1 year after test)141 (1 year after test<1%Fees are calculated per ordered bin volume (40 - 1100 L possible).
